FRASER INSTITUTE
HUMAN FREEDOM INDEX 2019

Since 2009, the Fraser Institute publishes its annual Human Freedom Index (HFI). The HFI 2019 covers 162 countries / regions for year 2017 and the sources of data are drawn from a variety of survey institutes and think tanks.

The HFI uses 76 distinct indicators of personal and economic freedom to present a broad measure of human freedom in 12 areas, of which the indicator of "Reliability of Police" is included in the area of "Legal System and Property Rights".

The data source of this indicator "Reliability of Police" in the HFI is basically originated from the "Reliability of Police Service" in the World Economic Forum "Global Competitiveness Report" (WEF GCR).
RELIABILITY OF POLICE
"Reliability of Police" is included in the area of "Legal System and Property Rights".

World Economic Forum "Global Competitiveness Report" (WEF GCR).

1.04  Reliability of police services 1–7 (best)  6.4  89.3  6  Finland

FOREWORD

I have just returned from Hong Kong. It was horrifying to see streets awash in violence, shopkeepers unable to pay their rent, a half-deserted  Hong Kong airport, and friends planning to leave permanently

Even in Hong Kong, there is a pro-Beijing faction, fueled by wild conspiracy theories. I was told with utter confidence that the U.S. National Endowment for Democracy pays violent demonstrators HK$800 for each window broken and that demonstrators stuff their masks with amphetamines to propel even more violence. At one elegant dinner in the Hong Kong Club, a women leaned across the table toward me and asked: “Canada has taken a Chinese citizen hostage; how would Canada feel if China took a Canadian hostage?” Others at the table gasped, amazed that Beijing supporters in Hong Kong could be so blinded by mainland media that they are completely unaware of the facts.

Canada arrested Huawei executive Meng Wanzhou at the Vancouver airport, under a U.S. extradition request that bound Canada legally. She lives in a mansion in Vancouver awaiting trial. In response, China, with no legal justification, took two Canadian hostages, reportedly held in isolation under constant surveillance with lights on 24 hours a day, subject to interrogations whenever their captors feel like it.

China has made unsupported charges of espionage against both but presented no evidence. Arbitrary arrests and abuse of the legal system in China for political reasons are standard operating procedure. China is “the global leader in political prisoners,” according to Freedom House.

China also resentenced a Canadian who had been jailed for drug dealing, to death, and then  another Canadian to death as well. People living in China will never know the details. All sources of information are severely censored. But the fact that supporters of Beijing in Hong Kong would cut themselves off from the world and be informed only by mainland propaganda is alarming.

The demonstrations have gotten ugly, with vandalism, beatings, and bombs. None of this is excusable, though it is perhaps understandable as the youth of Hong Kong see their hopes of leading peaceful, prosperous, and free lives evaporate before mainland force. Still, the bulk of the demonstrators are peaceful, committed to a struggle for freedom, and backed by a great majority of people in Hong Kong. Things are unlikely to end well. The Hong Kong economy suffers greatly.

Hong Kong’s prosperity was built on good economic policy, buttressed by stability and the rule of law. Stability is being replaced by extremism. A very small minority of the protestors besmirch the cause of freedom and violate the rule of law. The actions of a few individuals are unfortunate; lawbreakers exist in every society. But what China has in mind is the destruction of the rule of law by putting Hong Kong under Communist party control, an objective bluntly stated by the top Chinese officials in Hong Kong.

China threatens military action against Hong Kong by moving military elements to the border, showing these troops engaged in urban warfare exercises, dramatically increasing mainland troop levels in Hong Kong, and issuing menacing warnings from Xi and other leaders.  But often it is not understood what military action would have to entail. Hong Kong streets are deep canyons surrounded by towering skyscrapers. China would have to virtually destroy Hong Kong to fight guerilla action and subdue it. Instead, it will likely wait for Hong Kong to bleed to death economically.

Can freedom prevail for Hong Kong or Venezuela? Although the Hungarian revolt and the peaceful Prague Spring were crushed, Soviet communism ultimately fell. Both nations, freed from the Soviet yoke, moved to democracy and increased freedom—although forces in both, especially Hungary, now strive to roll back freedom. Hong Kong’s ultimate fate is tied to China's. In the long run, Hong Kong’s residents will be able to enjoy stable freedom only if the regime in China changes. The regime has fragilities and imbalances but no major threat to its existence at this time.
